Chenchuiying went to Waseda University to study Literal Arts, Politics and Economics and graduated there after he graduated from High School. He started writing when he was studying at Taichung First High School and published his work in 1933. In 1936 the novel,” the Warm and Cool Currents” was issued by Taiwan Literature and Art Association and sold by Center Bookstore in Taichung . This work is the second offprint of Taiwan Literature during Japanese Occupation.

After the Restoration of Taiwan, he stopped writing due to the transformation of the language and started to develop in the financial world. He has ever been the managers of Chunghwa Bank and China Trust Company. Now he is the president of Chungxin Stocks Company.
